What is Foothill-South?

Foothill-South is the last segment of the Foothill Toll Road, or State Route 241. The project, which has been on the county's Master Plan of Arterial Highways since 1981, would extend the 241 south from its current end at Oso Parkway to the I-5 near San Clemente. Foothill-South would complete Orange County's 67-mile toll road system, which comprises of the Foothill (241) Toll Road, the Eastern (241, 261, and 133), and San Joaquin Hills (73) Toll Roads. The Toll Roads are part of the California state highway system, but operated as a toll facilities by the Transportation Corridor Agencies.

Purpose and Need

The purpose of Foothill-South, identified by federal and state resource agencies in March 1999, is to provide improvements to the transportation infrastructure system that would help alleviate future traffic congestion and accommodate the need for mobility, access, goods movement and future traffic demand on I-5.

The need for additional transportation infrastructure is based on population and growth projections for the next 25 years, projections that are developed by the Center for Demographic Research at Cal State Fullerton and used by most county planning agencies.
