- The preferred Foothill-South alignment does not remove or physically impair any campsites within San Onofre State Park and the trail from San Mateo Campground to the beach will remain open during and after construction.
- A four-mile segment of Foothill-South is located on Camp Pendleton through the inland portion (subunit 1) of San Onofre State Park. The land is owned by the federal government and leased to the State of California for use as San Onofre State Beach, and is the only alignment which the Marine Corps will allow on their property to protect their ability to conduct military training missions.
- The lease between the federal government and the State of California reserved the Marine Corps' right to grant future easements for transportation within the state park. Because the federal government is the landowner, the Marines, through the Department of the Navy, maintain ultimate control over the leased land.
