Project Alternatives [View Map]

On February 23, 2006 the Foothill/Eastern TCA Board certified the Final Subsequent Environmental Impact Report (SEIR) and selected the 'green' alignment – A7-FEC-M – as the locally preferred alternative for Foothill-South. Several federal resource agencies have made a preliminary determination that the green alignment is the ‘least environmentally damaging, practicable alternative.’

The green alignment was one of the project alternatives equally analyzed in the draft environmental document released in May 2004. [Download Overview Brochure of Draft EIS/SEIR -18 MB]. This document scientifically analyzed the potential environmental, socio-economic, and traffic impacts of:

Six toll-road alignments;
The widening of the I-5 Freeway by two general purpose lanes from the 405/5 Freeway junction to the San Diego County line;
The widening of arterial streets in South County beyond what is currently planned;
Two "no action" alternatives under four different land-use scenarios.

The alternatives were selected in November 2000 by the Federal Highway Administration (FHWA), U.S. Environmental Protection Agency (EPA), U.S. Fish & Wildlife Service (USFWS), U.S. Army Corps of Engineers (ACOE), Caltrans and TCA.
