  Federal Resource Agency that provides comments; consults on issuance of Clean Water Act permits and Air Quality analysis of the transportation plan on the EIS.

  Assists FHWA with coordinating completion of the environmental document.
   
MARINE CORPS BASE CAMP PENDLETON
  The lead agency regarding all issues on the base.

CALIFORNIA DEPARTMENT OF FISH & GAME
  State Resource Agency responsible for streambed resources and State-approved species.
   
CALIFORNIA DEPARTMENT OF PARKS & RECREATION
  Leaseholder for the San Onofre State Beach. State park coordinates on impacts to San Mateo Campground and the resources within the State leaseholding.
   
CALIFORNIA COASTAL COMMISSION (CCC)
  Issues the Coastal Development Permit for portions of project within coastal zone.
   
NATIONAL MARINE FISHERIES SERVICE
  Consults on impacts of Section 404 permit on marine resources.
   
COUNTY OF ORANGE
  Because the majority of the alignments traverse unincorporated Orange County, the County will be involved with land use impacts, Section 4(f) and impacts to the Prima Deshecha South County Cities sanitary landfill.
   
CITY OF SAN CLEMENTE
  Member of the Foothill/Eastern Transportation Corridor Agency Board of Directors. The City will be involved in project alignment and land use issues.
   
CITY OF SAN JUAN CAPISTRANO
  Member of the Foothill/Eastern Transportation Corridor Agency Board of Directors. The City will be involved in project alignment and land use issues.
   
CITY OF MISSION VIEJO
  Member of the Foothill/Eastern Transportation Corridor Agency Board of Directors. The City will be involved in project alignment and land use issues.
   
ORANGE COUNTY TRANSPORTATION AUTHORITY
  Coordinates regional transportation planning in Orange County.
   
FOOTHILL/EASTERN TRANSPORTATION CORRIDOR AGENCY

Upon certification of the EIR, the Board of Directors will choose a locally preferred alternative.
  The Foothill/Eastern Transportation Corridor Agency's Board of Directors will choose a (locally-preferred) alignment. The cities that make up the Board of Directors include: Anaheim, Dana Point, Irvine, Lake Forest, Mission Viejo, Orange, Santa Ana, San Clemente, San Juan Capistrano, Tustin, Yorba Linda, Rancho Santa Margarita and the County of Orange. The TCA is responsible for planning, designing, financing, and constructing the final section of the S.R.241.
   
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG)
  Southern California regional transportation planning agency that coordinates air quality.
   
SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG)
  San Diego regional transportation planning agency.
